These Choice Crisp Uncirculated Series 1999 notes with Withrow-Summers signatures were among the first scarcer Star Notes with the current larger off-center portraits of Abraham Lincoln and Alexander Hamilton. The first $10 Star Notes were produced at the Washington, D.C. facility of the BEP (only 8% of this series are Star Notes).
